New Zealand Guide to Temporary Traffic Management transition

As the New Zealand Transport Agency (NZTA) has retired the Code of Practice for Temporary Traffic Management (CoPTTM) and has mandated the use of New Zealand Guide to Temporary Traffic Management (NZGTTM) for all works funded or partially funded by the National Land Transport Fund, we will be transitioning to the use of NZGTTM.

For the local roads which we have legal jurisdiction of we will:

  • Accept either CoPTTM or NZGTTM traffic management plans (TMPs) until 30 June 2026. This decision does not remove a PCBU obligation under the Health and Safety at Work Act 2015 to manage risks in association with their works.
  • From 1 July 2026 we will expect all TMPs to adopt the NZGTTM approach.
  • Any approved CoPTTM based TMPs will need to be migrated transitioned to NZGTTM by 1 July 2026.
  • No new Generic TMPs based under CoPTTM will be accepted and approved from 1 February 2026.

If a PCBU currently has an approved CoPTTM based TMP and wishes to use NZGTTM they need to submit an updated TMP in the NZGTTM format that includes a risk assessment and follows the NZGTTM approval process. The existing CoPTTM TMP will be deemed to have taken the CoPTTM approach for its lifetime.

For clarity of staff reviewing TMPs, we ask that all applications utilise the standard forms (or forms using similar layouts) associated with CoPTTM and NZGTTM. Therefore, if a CoPTTM form is used it is assumed to take a CoPTTM approach even if there is a risk assessment included.

Bridge Changes
Old Te Aroha Road: Bridge No. 213

Bridge No. 213 located on Old Te Aroha Road (between Tills Rd and Graveson Rd) has recently has new post and rails installed reducing the width of the bridge for motorists.

Motorists are advised to be mindful when approaching the bridge with these changes as bridge may appear wider than it is. 
We would also like to advise operators of over‑width vehicles or loads to check and measure their load widths prior to crossing, to avoid damage to the new bridge rails.

Temporary road closures 
Stanley Road South: 23 March–15 May (Residents Only Access)

**Please note, the road will be OPEN on Saturday, 28 March for Te Aroha Raceday traffic. Contractors will not be on site. Please observe the speed limits in place.**

Stanley Road South, Te Aroha will be closed to all traffic except residents from 7am to 7pm, Monday to Saturday, starting Monday 23 March through to 15 May. This closure allows our contractor, JC Civil, to carry out road widening and rehabilitation works on a section of the road.

The road will re-open to traffic by 7pm each day under a temporary speed limit. A detour will be in place (see map below). Thank you for your patience while this work is completed.

Emergency services: A lane will be available for emergency services to pass through the site. Please approach with lights and sirens.


Roadworks
Waharoa Rest Area Carpark

The carpark has re-opened but work continues on the far entrance, which is closed to through traffic until it is sealed in early May. The restrooms remain open throughout. Thank you for your patience while these improvements are completed.

SH29, near intersection of Taotaoroa and Totman Roads: from Monday 30 March

Road widening work will be underway from Monday 30 March to accommodate a new right-turn bay from SH29 into Totman Road. While the widening works are underway, the intersection will be under traffic management. This will include some night and day stop/go, contraflow, and a reduced speed limit of 30km/h. The widening work is expected to be completed towards the end of April 2026. There will be no work over Easter and Anzac Day. This is the first stage of works, with the right-turn bay to be implemented in the following sealing season (between October 2026 and March 2027).
