Council's role

Council approval is required when operators plan to:

  • Open a new gaming machine venue
  • Increase the number of machines at an existing venue
  • Relocate a current class 4 venue
  • Merge two or more clubs

Once Council approval is granted, it is tied to the venue rather than the operator and remains valid indefinitely. The applicant must then obtain an operator’s licence from the Department of Internal Affairs (DIA). Council approval becomes void only if the operator’s licence is not secured within six months of consent.The DIA manages licensing and regulation of class 4 gambling venues, overseeing compliance and enforcement.​ Legislation caps the number of machines per venue at 18 for those licensed as of 17 October 2001, and 9 for venues licensed thereafter.

Council’s jurisdiction does not cover existing class 4 gaming operations within the District but can regulateany proposed expansions.

Pubs and bars offering TAB services, where racing or sports betting is not their primary activity, are notclassified as TAB venues and thus fall outside the scope of Council’s TAB Venue Policy and authority.
