Flood modelling and mapping programme

We’re currently developing flood models for our four main towns: Morrinsville, Matamata, Te Aroha and Waharoa. This is part of an ongoing modelling and mapping programme to help us understand what would happen if we had a very large, and rare, amount of rain in these areas.

At this stage, we have preliminary data which is undergoing verification and refinement.

Once the data is verified, we’ll be able to share the updated flood maps with our communities. Further down the track, we’ll also look at how best to manage and reflect flooding information in the District Plan.

In the meantime, we’ll keep this page updated as new information becomes available.

What is flood modelling?

Flooding is one of the most significant natural hazards facing our communities. Councils have a responsibility to understand and manage the risks associated with flood hazards to protect people, property and the environment.  Flood modelling helps us:

  • Identify areas at risk of flooding 
  • Make informed decisions about future development 
  • Analyse how our infrastructure may cope with extreme events 
  • Support emergency planning and community preparedness 

A note for property owners and purchasers - LIMs

When we produce or have access to new or updated data about potential flood effects on properties in the district, we’re required by law to include this information in the LIM (Land Information Memorandum).For properties affected by this data, we have included a flood modelling note on the LIM. Please see our FAQ section below for more information.

Thinking about a new build or subdivision?

If you're planning to develop land within one of our urban catchments, we can provide preliminary flood hazard information for the property you're working on. This data can help you understand potential flood risks early in the design and consenting process. Building consents and resource consents

We will also be taking the preliminary and updated data into account during building and resource consent processes.  This enables applicants to understand that a flood hazard may exist and to adjust their proposals accordingly to reduce risk and/or meet consent requirements.  If you have any questions about how this may affect your project, please contact one of our Three Waters Engineers via Customer Services at 07 884 0060.

FAQ
What are our legal obligations around flood modelling?

Under the Resource Management Act 1991, we must ensure that land use, development, and protection do not increase flood risk or make natural hazards worse, and we must take steps to reduce those risks.

Other Acts, such as Civil Defence Emergency Management Act 2002, Local Government Act 2002 and Building Act 2004 also require councils to take a comprehensive approach to understanding and managing flood hazards to protect people, property and the environment.
