Comments/suggested alternative Council structure
At this time apply the KISS principal. Keep changes simple. Add a Maori ward but provide that ward with two councillors. There will be a sharp learning curve for any new Maori representative[s] for which the interests of Maori will be better served across the district with two councillors.
