I've advocated in the past for a "seagull" centre - need to also avoid temptation [underlined] for 'fly dumpers' throwing trash in rivers, over banks etc

Looks Like little or not cost & Swap Park under utilised so yeah!

its traditional - almost a 'right of passage' for people to moan about rate increases, but it needs to be done! So long as organisation is still lean + efficient.
