If you are planning to build, subdivide, or change what your land is used for or want to understand the planning rules that apply to your property, our Duty Planner service can help point you in the right direction.

What is a Duty Planner?

A Duty Planner is a Council planning officer who can help you understand the planning rules that may apply to your property or proposal. They can also explain whether you may need resource consent and what the next steps could be.

What our Duty Planner can help with

Our Duty Planner can help answer queries on:

  • Whether your proposal may need resource consent
  • Zoning and planning overlays affecting your property via GIS maps
  • District Plan rules (such as setbacks, height, earthworks, subdivision, site coverage, land use activities)
  • Interpreting resource consents, consent notices, and existing consent conditions
  • Why a building consent may be on hold due to planning matters

What our Duty Planner cannot help with

Our Duty Planner service does not cover:

  • Private property disputes, such as neighbour tree issues or fenceline issues, are generally matters between property owners - We recommend seeking advice from your lawyer.   • Private legal matters, including covenants / easements, usually fall outside Council’s role – these should be discussed directly with your lawyer. Before you contact us

Before contacting the Duty Planner, please have:

  • the property address
  • the legal description (if known)
  • a short description of what you want to do
  • any relevant site plans, sketches, or photos (if applicable)
  • an existing resource consent number or building consent number (if known)
  • whether you have already had a pre-application meeting

We aim to respond to your enquiry within two working days.

How to access the Duty Planner Service

Phone or email

Speak with a Duty Planner during our normal operating hours – Monday to Friday, 8am-5pm (excluding public holidays).

In-person enquiries

Customers are welcome to walk-in or arrange a time to meet with a Duty Planner at our council offices.  

Please be aware that Duty Planner availability can vary depending on staff workloads.

We highly recommend getting in touch with our Duty Planner first to book a time to meet at one of our offices. This helps make sure you have a confirmed spot.

We’re here to help. A pre-application meeting can be a great way to explore your ideas - especially if your project is large or complex. A Duty Planner enquiry is best for simple or early-stage questions. Talking with us early on can give you confidence with your next steps, help you refine your proposal, and make the application process smoother.

If you're unsure whether a pre‑application meeting is right for you, feel free to get in touch - we’re happy to guide you.

Resource consent process

What is a resource consent?

A resource consent is permission from Council to carry out an activity that is not permitted as of right under the Matamata-Piako District Plan or other relevant planning rules.

Resource consents are generally assessed under the Resource Management Act 1991 (RMA). In some cases, you may also need other approvals such as a building consent or approvals from other agencies.

Note: A building consent and a resource consent are not the same thing. You may need one, or both.
